No. Although each of the ports can be accessed, the host PC only sees a single USB connection. Therefore both ports must share the same descriptor. The descriptor for each port will be be appended with the port name e.g. "USB <-> Dual Serial A" for port A and "USB <-> Dual Serial B" for port B.
